administrative and academical unit under Ministry of Education and Sports, which has is responsible to Minister as a secretariat about the management and development of Legislations, Education Quality Assurance and National Qualifications Framework.<\/p><\/div>\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-tab-title elementor-tab-mobile-title\" aria-selected=\"false\" data-tab=\"2\" role=\"tab\" tabindex=\"-1\" aria-controls=\"elementor-tab-content-2592\" aria-expanded=\"false\">Functions<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-2592\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-2592\" tabindex=\"0\" hidden=\"hidden\"><ol><li>Interpret the policies, regulations, party resolutions, orders, laws, ministry\u2019s direction, strategies and plans into its development plan;<\/li><li>Consider and summarize the plan of creating\/improving the laws and legislations under laws for Education and Sports sectors in each period;<\/li><li>Consider and improve legal instruments to manage the operations on legislation, education quality assurance and national qualifications framework;<\/li><li>Consider, provide the comments and inspect the alignment of laws and legislations under laws of Education sector and others;<\/li><li>Coordinate with concerned bodies to develop and revise the laws and legislations under laws of Education sector;<\/li><li>Strengthen up the capacities for education and sports sector\u2019s human resource on legislations, education quality assurance and national qualifications framework by coordinating with concerned stakeholders;<\/li><li>Test and evaluate the Learners learning outcome in all levels, sub-sectors according to the predefined standards by coordinating with concerned stakeholders;<\/li><li>Coordinate with concerned bodies to conduct the external quality assessment of institutions and programs levels compliance with the approved standards for the quality improvement and quality accreditation;<\/li><li>Manage the Educational Qualifications for Education sector and others;<\/li><li>Conduct the coordination and technical cooperation with international agencies and others both of public and private, including cooperation with regional\/international quality assurance and qualifications framework networks based on the approval of Minister.<\/li><li>Consider and propose the publishing of the legislations and guidelines related to the Education Quality Assurance and National Qualifications Framework;<\/li><li>Conduct the publicity and dissemination of the legislations related to the Education Quality Assurance and National Qualifications Framework, including the coordinating with concerned stakeholders on the publicity and dissemination of the legislations under education and sports sectors;<\/li><li>Develop and manage database on legislation, education quality assurance and national qualifications framework;<\/li><li>Conduct the relation and coordination with offices, line departments, department equivalent bodies, institutes, centers, international agencies and others both of public and private based on the assignment from above;<\/li><li>Inspect, monitor, evaluate and report the activities in certain period; and<\/li><li>Perform the other tasks assigned by Minister.<\/li><\/ol><\/div>\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-tab-title elementor-tab-mobile-title\" aria-selected=\"false\" data-tab=\"3\" role=\"tab\" tabindex=\"-1\" responsibilities;<\/li><li>Propose to Minister to consider the approval, improvement, creation of the legislations on education and sports or repealing the irrelevant one;<\/li><li>Propose to Minister to consider the approval, establishment or dissolution the division under its supervision;<\/li><li>Propose to Minister to consider the recruitment, allocation, move, appointment and replacement the staff under its supervision according to the laws and regulations;<\/li><li>Propose the praise, implement various policies for those who perform well and discipline staffs and civil servants under its supervision according to laws and regulations;<\/li><li>Manage and utilize the budgets, materials, assets, funds and other types of aid funds based on the approval of Minister;<\/li><li>Convene the meeting, discussion and learn lessons exchange about the legislative issues, education quality assurance and Lao qualifications framework according to its role;<\/li><li>Implement grant-aid projects, bilateral and international cooperation projects based on the approval of Minister.<\/li><li>Propose to Minister to protect and manage the human resources, assets, educational and sports related
